Dark-sky ordinances are popping up across the country. The movement started when a few amateur astronomers realized that urban lights were blotting out the stars, causing a disruption in sleep for both wildlife and humans alike. This nocturnal light pollution hurts the environment and affects the feeding, mating, and living patterns of local wildlife.

To combat this effect more and more communities are adopting dark-sky ordinances designed to limit the negative impact of artificial light. Compliance with the dark-sky regulations is the responsibility of not just the city, but homeowners within those zones as well, all designed to illuminate skyglow.

Skyglow is the reflection of light caused by the saturation of artificial light. It's the orange glow in populated areas that prevents one from seeing the stars. Dark-Sky rules are designed to combat this and use a variety of methods to reduce or illuminate this light pollution. In addition to limiting the time and type of lighting, they also employ specific light strategies to comply with the ordinances.

Homeowners in a dark-sky location must also adjust the lighting on their property to avoid citations. As with commercial properties the use of directional lights, lower "lamp" bulbs, and compliant fixtures allow the homeowner to have adequate lighting, while observing dark-shy practices.

The International Dark-Sky Association or IDA offers resources for communities, business owners and homeowners that identify best practices and compliant lighting strategies. As more cities recognize the benefits of dark-sky policies on the environment and their citizens, expect to find more dark-sky ordinances across the country.

How Much Does It Cost To Live In Litchfield, CT?

Are you thinking of moving to Litchfield, Connecticut, but aren’t sure how much it will cost you? In this episode of CT Life, I'm going to share everything about the cost of living here in beautiful Litchfield. We’ll explore everything from housing to gas prices so you know exactly what to expect.

We work with many people who move in and out of Litchfield. One of the top questions we always get is about the cost of living. I’m going to give you some bottom line numbers, starting with the cost of housing. If you're not familiar with the area, you'll definitely appreciate this.

 

The Cost Of Housing

One of the first things you're going to have to decide is whether you want a single-family or multifamily house. Are you just looking for a piece of land? Should you rent instead of buy? The price of housing varies, depending on your answers to these questions. If you have any additional questions, I or somebody from my team would be happy to help. However, here are some numbers to get you started.

The average three-bedroom home sold in Litchfield for $528,000. For this price, you can expect three bedrooms, three bathrooms, and an average of 52 days on market. A two-bedroom here in Litchfield would run you approximately $279,000. For this price, you'll get 1,225 square feet, one and a half baths, and an average of 44 days on the market.

The average two-bedroom condo sold for $351,000. For this price, you would expect 1,761 square feet, two and a half baths, and 36 days on the market. Additionally, the current mill rate here in Litchfield, Connecticut is 27.6. An example of how this computes is a house that sold for $300,000. The assessment was $170,000, making the taxes $4,800.

Taxes And Transportation

In addition to housing costs, there are some other things you’ll have to account for as well. For one, the annual state income tax here in Connecticut is 3% on your first $10,000. The taxable income goes up to 5% from $10,000 to $50,000. Once you're over $50,000 to $100,000, it's 5.5%. From $100,000 to $200,000, your taxable income is 6%. This is for all of Connecticut, regardless of what town you pick to buy in.

The next expense you’ll have is the cost of gas. Here in Litchfield, Connecticut, gas is currently averaging $4.19 to $4.49 a gallon. You will definitely need a car to get around. In general, gas in Connecticut is always one of the highest of all the states.

Over the past few weeks, the average 30-year fixed mortgage rate from Freddie Mac fell by half a percent. The drop happened over concerns about a potential recession. And since mortgage rates have risen dramatically this year, homebuyers across the country should see this decline as welcome news.

Freddie Mac reports that the average 30-year rate was down to 5.30% from 5.81% two weeks prior (see graph below):

But why is this recent dip such good news for homebuyers? As Nadia Evangelou, Senior Economist and Director of Forecasting at the National Association of Realtors (NAR), explains:

“According to Freddie Mac, the 30-year fixed mortgage rate dropped sharply by 40 basis points to 5.3 percent. . . . As a result, home buying is about 5 percent more affordable than a week ago. This translates to about $100 less every month on a mortgage payment.

That’s because when rates go up (as they have for the majority of this year), they impact how much you’ll pay in your monthly mortgage payment, which directly affects how much you can comfortably afford. The inverse is also true. A decrease in mortgage rates means an increase in your purchasing power.

Should I make a move this year? To help answer those questions, let’s turn to the experts for projections on what the second half of the year holds for residential real estate.

Where Mortgage Rates Will Go Depends on Inflation

While one of the big questions on all buyers’ minds is where will mortgage rates go in the months ahead, no one has a crystal ball to know exactly what’ll happen in the future. What housing market experts know for sure is that the record-low mortgage rates during the pandemic were an outlier, not the norm.

This year, rates have climbed over 2% due to the Federal Reserve’s response to rising inflation. If inflation continues to rise, it’s likely that mortgage rates will respond. Greg McBride, Chief Financial Analyst at Bankrateexplains it well:

“Until inflation peaks, mortgage rates won’t either. Without improvement on the inflation front, we don’t know where the interest rate ceiling will be.”

The Supply of Homes for Sale Projected To Continue Increasing

This year, particularly this spring, the number of homes for sale has grown. That’s partly due to more homeowners listing their houses, but also because higher mortgage rates have helped ease the intensity of buyer demand. Moderating buyer demand slows down the pace of home sales, which in turn helps inventory rise.

Experts say that growth will continue. Recently, realtor.com updated their 2022 inventory forecast. In the latest release, they increased their projections for inventory gains dramatically, going from a 0.3% increase at the beginning of the year to a 15.0% jump by the end of 2022 (see graph below):

More homes to choose from is great news if you’re craving more options for your home search – just know that there isn’t a sudden surplus of inventory on the horizon. Housing supply is still low, so you’ll need to partner with an agent to stay on top of what’s available in your market and move fast when you find the one. It’s not going to be easy to find a home, but it certainly won’t be as difficult as it has been over the past two years.

Home Price Forecasts Call for Ongoing Appreciation

Due to the imbalance between the number of homes for sale and the number of buyers looking to make a purchase, the pandemic led to record-breaking increases in home prices. According to CoreLogic, homes appreciated by 15% in 2021, and they’ve continued to rise this year.

Even though housing supply is increasing today, there are still more buyers than there are homes for sale, and that’s maintaining the upward pressure on home prices. That’s why experts are not calling for prices to decline, rather they’re forecasting they’ll continue to climb, just at a more moderate pace this year. On average, homes are projected to appreciate by about 8.5% in 2022 (see graph below):

Selma Hepp, Deputy Chief Economist at CoreLogic, explains why the housing market will see deceleration, but not depreciation, in prices:

“The current home price growth rate is unsustainable, and higher mortgage rates coupled with more inventory will lead to slower home price growth but unlikely declines in home prices.

For current homeowners looking to sell, know your home’s value isn’t projected to fall, but waiting to make your purchase does mean your next home could cost more as home prices continue to appreciate. That’s why, if you’re thinking about buying your first home or you’re ready to make a move, it may make sense to do so now before prices climb higher. But rest assured, once you buy a home, that price appreciation will help grow the value of your investment.

According to a recent survey, more and more Americans are concerned about a possible recession. Those concerns were validated when the Federal Reserve met and confirmed they were strongly committed to bringing down inflation. And, in order to do so, they’d use their tools and influence to slow down the economy.

All of this brings up many fears and questions around how it might affect our lives, our jobs, and business overall. And one concern many Americans have is: how will this affect the housing market? We know how economic slowdowns have impacted home prices in the past, but how could this next slowdown affect real estate and the cost of financing a home?

According to Mortgage Specialists: 

Throughout history, during a recessionary period, interest rates go up at the beginning of the recession. But in order to come out of a recession, interest rates are lowered to stimulate the economy moving forward.”

Here’s the data to back that up. If you look back at each recession going all the way to the early 1980s, here’s what happened to mortgage rates during those times (see chart below):

As the chart shows, historically, each time the economy slowed down, mortgage rates decreased. Fortune.com helps explain the trend like this:

“Over the past five recessions, mortgage rates have fallen an average of 1.8 percentage points from the peak seen during the recession to the trough. And in many cases, they continued to fall after the fact as it takes some time to turn things around even when the recession is technically over.”

And while history doesn’t always repeat itself, we can learn from it. While an economic slowdown needs to happen to help taper inflation, it hasn’t always been a bad thing for the housing market. Typically, it has meant that the cost to finance a home has gone down, and that’s a good thing.

Since the beginning of the year, the US economy has been cooling off. After several years of strong growth, rising inflation and energy costs are affecting US households in the buying or selling or real estate, there is confusion and fear about how the economic slowdown will affect their options.

Geroge Ratiu is a senior econmist for research with Realtor.com and in a recent article, he outlined his predictions for the second half of 2022 US Housing Market.

Mortgage Interest Rates - As the Federal Reserve continues to tighten credit flow to slow the economy and flight inflation, expect to see rising mortgage interest rates as well. Ratiu predicts interest rates as high as 6% by the end of the year.

Home Prices - Home prices will continue to rise, but not as quick;y as we've seen. There are still buyers in the market who will want to jump

Sellers Advantage- Sellers have enjoyed a strong seller's market for the past year and Ratiu expects this to continue for well-positioned homes. Homes priced reasonably and in good condition will continue to garner multiple offers through the rest of 2022.

While inflation and rising interest rates affecting the US economy, home buyers and seller should stlll expect the second half of 2022 to be a good market to make a move. The slower pace should also allow them to carefully consider offers, and make good decisions for their future.

If your are listing has been on the market for a while, buyers naturally assume that there is something wrong with the home and avoid viewing the home. Fortunately, there are strategies to renew the listing and re-engage buyers'

If your listing is losing steam, the first step is to understand why. Typically if a home is not getting offers, it's priced too high. Even homes in terrible condition will sell quickly for the right price. In a market where homes are selling quickly for the right price. In a market where homes are selling quickly, it's common for sellers to assume they can push their listing price even higher, but savvy buyers and agents will reject overpriced homes.

Another strategy is to put the home on hold and make a few updates. In most cases, simply adding a fresh coat of paint and new carpet can offer a more appealing look to buyers. In other cases, to garner a top price, sellers may need to replace appliances or more. Always weigh the cost in dollars and time before making significant updates.

Defining the American dream is personal, and no one individual will have the same definition as another. A recent survey from Bankrate asked respondents to rank achievements as indicators of financial success, and the responses prove that owning a home is still important to so many Americans today (see graph below):

As the graph shows, homeownership ranks above other significant milestones, including retirement, having a successful career, and earning a college degree.

That could be because owning a home is a significant wealth-building tool and provides meaningful financial stability. The National Association of Realtors (NAR) explains:

Homeownership builds financial security. With 65.5% of Americans owning homes, the net worth of a typical homeowner is nearly 40 times the net worth of a non-owner.”

There are other ways your home acts as more than just a roof over your head, too. The Mortgage Reports highlights a few of the many benefits homeowners enjoy, including:

  • Your equity (and wealth) grows through home price appreciation.
  • Your housing costs are fixed – and that can help combat rising costs from inflation.
  • You’ll have greater privacy and the opportunity to customize your living space.

Plus, homeowners tend to be more active in their community. Like NAR says:

“Living in one place for a longer amount of time creates and [sic] obvious sense of community pride, which may lead to more investment in said community.”
